Primary Purpose
PRIMARY PURPOSE OF POSITION
Testing and Commissioning engineers are a front-line field engineering force that commissions, maintains, and troubleshoots transmission and distribution level protection and control systems inside ComEd substations. System and equipment types include protective relays, SCADA, substation automation, power and control equipment, fiber-optic, power line carrier, and revenue metering. The Testing and Commissioning engineers perform field testing and commissioning engineering activities associated with installation of new equipment along with troubleshooting, repairs, and preventative maintenance of existing equipment. The work associated with commissioning new equipment serves to improve system performance and upgrade capacity of the system. Commissioning new equipment includes creating commissioning plans, writing livening procedures, creating and running test plans, and analyzing test results compared to expected values. They also troubleshoot and perform field investigations for malfunctioning power equipment, system events and protective relaying misoperations. They then support corrective maintenance to repair any identified equipment issues. Lastly, the Testing and Commissioning engineers perform preventive maintenance on protection system components and SCADA. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
Primary Duties
PRIMARY DUTIES AND ACCOUNTABILITIES
- Leads highly technical consultation and training through OJT/OJE (may include some classroom instruction as well) on highly complex and unique technical areas requiring the application of advanced engineering principles and may require advanced knowledge of complex analog and digital field test equipment. (25%)
- Leads the work activities of project teams and others on the implementation of large specialized technical projects and/or programs in order to develop studies, proposals, commissioning plans to support safely energizing and placing major utility and customer systems and equipment on system. (25%)
- Performs assignments while acting independently, and may lead multi-discipline teams, may include providing direct oversight of contractors. (15%)
- Participates in department/project management planning, and monitor performance for the accomplishment of committed results. (10%)
- Provides detailed technical training, mentorship, peer review, and/or guidance to others. (10%)
- May participate in technical and industry societies and committees to enhance knowledge of new technologies or issues in area of company interest. Serves as an expert in specialized area, (5%)
- Acts as an expert witness and provide expert opinions for internal committees or as required. (5%)
- Provides recommendations to management and implements action plans to improve performance and cost effectiveness. (5%)

Influences project decisions having a significant impact on the company that includes leading employees or contractors in the commissioning of electrical systems and equipment. Guidance and mentorship to help engineers grow their skills in both technical areas and on-site project coordination and leadership. Applies technical knowledge to help promote a safe work environment and to enhance customer satisfaction. Key contributor for knowledge sharing within the department and across teams through formal and informal platforms (training class facilitator and/or training material creation, job-aid creation, tech-talk facilitator).
Minimum Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Engineering discipline with at least 7 years of professional engineering experience. (1) (3) (See Note)
- Completed Assignments and Projects showing evidence of: Ability to analyze and interpret complex electrical and mechanical systems. Knowledge and ability to apply problem solving approaches and engineering theory. Knowledge of engineering designs, principles and practices. Advanced knowledge and experience with regulations, guides, standards, codes, methods, practices, and advanced engineering principles (2). Advanced knowledge of latest technologies necessary to perform a variety of specialized unique or complex assignments for various installation types of services.
- *Note: there are a limited number of personnel available in the industry with the required knowledge, ability and experience. (1) Master's degree in Engineering reduces the OJT experience requirement by 1 year. (2) License must be issued by the state in which you are practicing. (3) PE License reduces the OJT experience requirement by 1 year.
- Note: Items (1) and (3) are mutually inclusive, whereby the maximum experience requirement reduction is one (1) year (e.g., in the case of an employee with both a master's degree in Engineering AND a PE license, the minimum experience requirement would be reduced by one (1) year. *Note: there are a limited number of personnel available in the industry with the required knowledge, ability and experience. -License must be issued by the state in which you are practicing

Strong teamwork, interpersonal skills and the ability to communicate with all management levels. Strong written and oral communication skills. Technical experience related to electrical power equipment. Electrical troubleshooting experience. Clearly demonstrated team leadership abilities on critical projects.
