Permanent

Grade D - £45,091 – £51,356

Consultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

We are seeking a highly motivated Principal Network Change Officer to support the procurement of a new Highways Maintenance Contract.

This is an exciting and challenging role working as part of the Highways PFI Contract Management Team.  As the Principal Network Change Officer, you will be directly responsible for managing maintenance responsibilities and liabilities for changes to the highway infrastructure and working alongside the service provider in managing the change process.

You will have a proven track record of working in highly complex procurement roles, working with stakeholders and service providers to deliver high performing services in a complex environment. The role can at times be very demanding with competing priorities form senior stakeholders, so the ability to work in a structured way under pressure is essential. 

Reporting to the Performance Manager, you will work collaboratively with other teams within the wider PFI Contract Management Team and external stakeholders to ensure that services are delivered in accordance with the future service needs.

What you will do 

  • Manage the process of changing the inventory of assets on the highway network in conjunction with service providers, through:
  • Ensuring that there are robust processes to plan, record and understand the consequences of change to the highway network;
  • Co-ordinating / facilitating the exchange of information needed to support transfer of maintenance liability from the council, working with other parts of the  council (acting as Highways Works Authority) and private developers;
  • Ensuring timely provision of information to enable changes to be made to payments to service providers to reflect changes in inventory; and
  • Supporting the process of long-term planning / asset management for Highway infrastructure through understanding the implications of planned changes

What you'll need:

You will be able to demonstrate equivalent relevant experience, with a strong background in operational management.

You will also demonstrate:

  • Experience of managing contracts and service providers
  • A working understanding of highway maintenance and management services
  • Knowledge of local authority statutory highway obligations
  • Excellent communication skills, both written and verbal
  • Confidence working with stakeholders at all levels
  • The ability to work independently and maintain high performance standards
  • Strong IT skills, particularly in Excel, to analyse data, solve problems and improve processes
