Keysight is seeking an Engineering Services Manager to lead our PCB layout and mechanical design teams and to form a high‑performing engineering services organization supporting internal R&D to enable shortest time to market for our highly innovative test and measurement solutions. In this role, you will combine people leadership, operational excellence and technical depth to ensure reliable as well as scalable design support for complex high-frequency electronics and photonics development programs.
You will work in a highly collaborative, international environment where engineering quality, manufacturability and delivery reliability are critical for product success.
Responsibilities
Team & People Leadership
- Lead and develop a cross‑disciplinary team of PCB and mechanical design engineers (approx. 10 people).
- Foster a collaborative, resilient team culture under dynamic capacity and prioritization conditions.
- Build and continuously develop competencies in PCB, RF, and mechanical design.
Engineering Services & Operations
- Own the performance of an internal engineering services organization supporting multiple R&D projects.
- Align short-, mid- and long-term capacity and skill set needs with supported R&D functions.
- Ensure timely, high‑quality delivery of design services to internal stakeholders.
- Enable flexible scaling of resources through effective collaboration with internal/external partners and contractors.
Process & Tool Development
- Drive continuous improvement of engineering processes to increase efficiency, transparency and cross‑functional collaboration.
- Lead and support tool‑landscape improvements, including ECAD/MCAD tool upgrades and interfaces.
- Contribute to the definition, rollout, and governance of engineering standards and processes.
Project & Technical Contribution
- Actively contribute to high‑frequency module development projects (mmWave / RF packages).
- Work closely with international development and manufacturing teams to ensure:
- Achievement of RF and system‑level specifications
- Design‑for‑Manufacturability (DfM) and Design‑for‑Testability (DfT)
- Ensure timely availability of modules as enablers for downstream development phases.
Qualifications
Must:
- Degree in electrical engineering, mechanical engineering, or a related field.
- Proven experience leading engineering teams, ideally in a service or matrix organization.
- Strong understanding in at least 2 out of the following 3 design workflows: PCB layout, RF design, mechanical design
- Strong communication skills and experience working in international environments.
- Structured, pragmatic mindset with a passion for improving teams and processes.
Strong Want:
- Experience with ECAD/MCAD toolchains and their integration (preferably with Siemens NX and Siemens Xpedition workflows).
- Solid knowledge of manufacturing constraints, DfM/DfT principles and development lifecycles.
